Foreign Trade Sector

​​​The Foreign Trade Sector is specialized in the implementation of policies and strategic plans, and oversees the operations and key projects within the foreign trade sector, which oversees them and exercises the following competencies:​


  • Participate in drawing the Ministry's policies, developing strategic plans, and oversee their implementation within the foreign trade Sector.​
  • Develop action plans and programs for the foreign trade sector and oversee their performance, and submit periodic reports on the progress of work to the Undersecretary for Foreign Trade and Industry.
  • Follow-up and develop the performance in its organizational units.
  • Responsible for any other competencies associated with the sector's work, or assigned by the Undersecretary for Foreign Trade and Industry.

Departments under the foreign trade sector:

Foreign Trade Policies Department

The Foreign Trade Policies Department holds the following competencies:

  • Propose the state's foreign trade policies, in coordination with the  various government entities , federal and local, as well as the business community.
  • Provide consultancy to the business community; to strengthen its plans to expand at the international level, and ensure the compliance of implementation at the national level with the state's international obligations.
  • Study and analyze international and regional variables, and the extent of their impact on the trade policies and programs.
  • hold  commercial consultations, at the state's level, with all concerned parties  within the state, in order to discuss and exchange information and views on core issues related to state trade policies.
  • Awareness programs for  the public and private sectors on  the foreign trade policies of the state and its trading partners.
  • Responsible for any other competencies related to the nature of the department's work, or assigned by the Assistant Undersecretary for Foreign Trade and Industry.​

Trade Negotiations and WTO Department

The Trade Negotiations and WTO Department holds the following competencies:

  • ​Follow-up on all  WTO Affairs and Free Trade Agreements and the ongoing negotiations thereon, including coordination with the General Secretarial of the GCC, ministries, authorities, government institutions and private sector institutions, to formulate and develop the state's positions on various  issues and raised topics at all fronts .
  • Prepare studies, researches and worksheets needed to assess the impact  of the implementation  of free trade agreements, the consequential obligations towards WTO and assessing their  impact on the national economy, and work to develop them.
  • Follow-up the implementation of the State's commitments  under its membership in WTO, and international and regional trade agreements to which the State is a party, in coordination with all the concerned authorities in this regard.
    Introduce the WTO and the state's status in the framework of its membership, and in Free Trade Agreements, or being negotiated within the GCC through organizing training , capacity building programs ,  courses, and issuing publications and periodic reviews , in order to qualify and strengthen national human capacity.
  • Focal Point on all  WTO  ​matters and Free Trade Agreements.
  • Coordinate and follow-up the work of the state's negotiating teams in respect of the WTO and Free Trade Agreements.
  • Responsible for any other competencies related to the nature of the department's work, or assigned by the Assistant Undersecretary for Foreign Trade and Industry.​

International Organizations Department

The International Organizations Department holds the following competencies:

  • Follow-up the meetings of organizations concerned with foreign trade, whether it is  Arab, regional or  international and the work of the  technical Committees emanating from any of them. Revision of the agenda of such meetings and technical committees  and follow up the implementation of their  decisions in coordination with other agencies within the state.
  • Propose  suggestions and recommendations to support the cooperation with international organizations, according to the priorities of trade policy in the state.
  • Prepare periodic reports on the activities of international organizations including reports issued and decisions adopted by it.
  • Work as a contact point  with the United Nations Conference on Trade and Development "UNCTAD", and other organizations of a trade nature  assigned to it.
  • Responsible for any other competencies related to the nature of the department's work, or assigned by the Assistant Undersecretary for Foreign Trade.​

Trade Promotion and Investment Department

The Trade Promotion and Investment Department holds the following competencies:

  • Oversee the plans and programs of trade exhibitions inside and outside the country , and participate in these exhibitions in order to promote local products and revitalize exporting it, in coordination with relevant authorities.
  • Organize conferences , seminars, and promotional business meetings abroad, and use the media to introduce the economic potential of the state as an attractive investment hub  and as a competitive exporter of goods and services.
  • Coordinate with commercial offices and attachés abroad, in order to pursue commercial promotional programs and provide them with the needed promotional materials.
  • Explore new markets for the UAE exports and promote for them, and introduce awareness programs for exporters to raise the efficiency of export operations, in coordination with the relevant authorities.
  • Prepare brochures and information materials to publicize the Ministry's work, achievements and activities, and circulate  them to the targeted  entities, in coordination with the Government Communication Department.
  • coordinate the efforts with the  concerned federal and local authorities to enhance the attractiveness of the Investment environment , through monitoring, following-up and evaluating the performance of the foreign investments in the state and work to overcome difficulties that might hinder investment projects.
  • Foster the Unification  and simplification of  the registration and licensing procedures of foreign investment projects with local competent authorities.
  • Provide full support to investors, and receive and study the requests of foreign investors, based on the preliminary approval of the competent authority.  reconciliation between the investor and the competent authority when disputes arises  in respect of registration, licensing and the work of the investment project.
  • Issuance of periodic  reports , data and information on  the investment environment and its activities in the state while  identifying  the pros and cons, and propose  appropriate recommendations to address the cons .
  • Responsible for any other competencies related to the nature of the department's work, or assigned by the Assistant Undersecretary for Foreign Trade and Industry.​
